Hundreds of millions of hryvnias could probably steal fortifications in Kharkiv region, where now “rsnya” is actively coming. Multimillion-dollar contracts for the construction of fortifications, which were spent there in total 7 billion hryvnias, Kharkiv OVA poured on the base firms of avatars.
In particular, the Department of Housing and Communal Services (ZKG) and the fuel and energy complex of Kharkiv OW concluded direct contracts for the supply of wood for fortifications with firms with signs of fictitiousness.
For 270 million for wood, information on which is classified, contracts were concluded with the FOP Chaus I.O., LLC “Heart Industry”, LLC “Satisbud”, LLC “ATT BUD” and LLC “WOOD-BUD ENTERPRISE”.
They all started making millions a few months after registration. Classically, under direct contracts and without competitive procurement.
It so happened that the department of Kharkiv OW for defense procurement chose newly registered firms and private entrepreneurs. Moreover, the owners of these firms do not resemble successful businessmen and businesswoman – have dozens of court cases, from stealing whiskey to domestic violence against a husband and mother, some of them are deprived of parental rights and had enforcement proceedings for loans in banks.
Another interesting detail is that these beneficiaries do not even realize that they are millionaires. They continue to work in different fields and factories.
Once again: in the OVA, direct contracts for wood for fortifications with firms whose “owners” do not even know that they earn millions. This is the secret of military information.
“Secret” avatars of Kharkiv OV
Obviously, contractors for military agreements were sought meticulously – people not rich, with a number of lawsuits and debts. Some of them are even related.
The scheme began with the FOP Chaus Igor Olegovich. Three months after registration, the department of the OVA concludes direct contracts with it for the supply of wood for millions of hryvnias.
Interestingly, in July 2023, when Chaus had just registered the FOP, had enforcement proceedings for a fine from the police. Earlier, he was found guilty of stealing half-liter Jack Daniels in ATB. The scheme of “successful businesswoman” continued. Both of the city of Kamyanske Dnipropetrovsk region.
The first is Victoria Smolyak, owner of Hertz Industry LLC. The LLC was registered in June 2023, and within a few months it began to earn millions on wood. Again, under direct contracts. In less than a year, the firm is changing four executives, which is also a sign of fictitiousness.
Ms. Smolyak is not only a LLC, but also 5 executive proceedings for collection from banks, courts for evasion of parental duties. The woman committed domestic violence against her mother drunk. She is currently working at the Dnipro Metallurgical Plant.
Is it not very similar to the owner of a successful firm that earned 116 million from the department of OW in 9 months?
The second businesswoman is Natalia Koval. It is registered with LLC “Satisbud” three days after registration of the “Heart of the industry”. Another successful company, which is driven by more than 52 million.
The owner of the company also has a bouquet of court cases, in particular, regarding deprivation of parental rights, being in a public place in drunken form, committing domestic violence against a man. As we know, the woman is working in the fields.
Interestingly, both Hertz Industry and LLC “Satisbud” have the same director – Dmitry Knorosov. He is also expected to have enforcement proceedings where he is a debtor.
Through the following LLCs – “ATT BUD” and “WOOD-BUSE ENTERPRISE OF THE WOCD” the department of housing and communal services of Kharkiv OW drives millions. Their owners and executives have a touch of more than 30 recently established companies with a wide range of activities.
Under this scheme, the naked eye can see how someone, being incoming into the government offices, mercilessly registers new firms, using people who, due to circumstances, may not guess this. And this one continues to earn money on blood.
Ideally, this should be useful information for law enforcement agencies and further revelations of fictitious firms that steal millions in the APU. After all, most of these dozens of firms are now sleeping and probably “upleting” for further participation in schemes to withdraw funds into the shadow and tax evasion.
