In February 2024, Yoav Gallant, the Israeli Defense Minister, revealed that at least 12 UNRWA Gaza staffers actively participated in the 7 October butchery of rape, torture, murder and hostage taking, and that at least 1,500 UNRWA workers had active ties to terror groups stating that UNRWA has “lost all legitimacy and can no longer function as a UN body” in good faith.
UNRWA, in an attempt to persuade governments to reinstate their funding for this corrupt anti-Israel organization, is preparing what they call an impartial committee to produce a report intended to whitewash this Hamas infected organization of all its sins by claiming there is no truth to the claims that UNRWA has been guilty of indoctrinating a generation of Palestinians to hate Israel and a world without Israel.
That there is no truth that UNRWA held regular summer camps in which they taught teenage boys weapon training and military tactics on how to attack, kill, and capture, the Zionist enemy. That there is no truth that Palestinian UNRWA officials and workers were also members of terror groups including Hamas. That there is no truth that the top UN bureaucrats, who visited the UNRWA facilities in Gaza, were aware that their facilities were being operated by Hamas for their terror purposes, including direct access to terror tunnels build directly under their facilities which sunk the car park in one of them.
To help them to produce a convincing report, they approached “independent” experts and institutions which the UN Watch NGO recently exposed as being in the service of UNRWA, even as they fraudulently prepare to release an “independent review” painting UNRWA as being totally impartial.
Hillel Neuer of UN Watch uncovered this new UNRWA fraud and is presenting it to governments and international institutions that have influence into the future of UNWRA.
Hillel should be rewarded, and his work globally recognized for the deep forensic investigation he and his team has undertaken to expose the ongoing misdemeanors of this discredited UN organization.
Part of UNRWA’s attempt to regain the shaky high ground on which they stand has been to discredit the work of UN Watch.
Here are some of UN Watch’s revelations.
Chris Gunness was UNRWA Spokesman for 12 years. Part of his work included trying to discredit UN Watch, and the Near East Center for Policy Research. Both, separately, produced overwhelming evidence of UNRWA schoolbooks and videos of UNRWA summer camp activities proving the nefarious nature of the indoctrination taking place in UNRWA facilities both in Gaza and under the Palestinian Authority for decades.
Gunness, since his retirement as UNRWA Spokesman, continued to be a surrogate for that organization.
According to UN Watch, Gunness, in a moment of candor, recently told Half Blue website, a pro-UN website funded by George Soros, “I hope that the external report by the former French Foreign Minister, soon to be available, will provide the donor with further cover if that what’s they need for their own internal constituencies to resume funding for UNRWA.”
According to UN Watch, 1,200 UNRWA officials actively participated in the massacres and atrocities of 7 October.
UN Watch uncovered a Telegram chat group of over 3,000 UNRWA teachers replete with posts celebrating October 7th, praising murderers and rapists as “heroes,” and urging the execution of hostages.
UN Watch exposed the fact that 8,000 UNRWA teachers marched in support of Suhail al-Hindi, Chairman of the UNRWA staff union in the Gaza Strip, and also a school principal, was also the Hamas politburo leader that led an UNRWA staff meeting to strike and close down 250 schools with 220,000 pupils in UNRWA schools in Gaza.
Gunness giving cover to UNRWA cannot be considered impartial.
There is more.
Countries, including the US, are embarrassed to have been giving taxpayers money to an UNRWA complicit in Hamas crimes and terror activities. UK, Netherlands, German where the Free Democrats passed a motion to defund UNRWA, the Lower House in Switzerland want to defund UNRWA.
When the UN decided to appoint Catherine Colonna, the former French Foreign Minister, the Spokesman for UN Secretary-General Guterres said on February 21, of Catherine Colonna’s appointment to lead the UNRWA review was “to reassure those donors who may have doubts.”
This was an open admission that the UN did not set up this Commission to investigate massive and systematic complicity with the Islamic terror organization that controlled Gaza, and had brutally attacked Israel, but to reassure donors.
Colonna admitted on 22 February, “The aim of this important and delicate mission entrusted to us, is to enable donors to regain confidence when they have lost it or have doubts in the way UNRWA operates.”
Colonna’s team of three research institutes are all on record as keen advocates of refunding UNRWA. This alone should render them complicit in supporting UNRWA and not as impartial observers prepared to dispassionately review evidence brought to them, not by biased UNRWA officials and colleagues, but by truly independent NGOs with decades of evidence exposing a history of UNRWA-Hamas deep ties.
The aim of the mission should have been to thoroughly investigate UNRWA’s role in the indoctrination, training, and operation of a terror regime in Gaza and elsewhere.
The three top sources have all admitted this was not the intention of the UNRWA “investigation” but instead to cover up and enable donor countries to look beyond UNRWA’s deep and lengthy ties to the Hamas terror regime.
Colonna has had time to meet with donor countries but is refusing to meet UN Watch to even review their evidence that was supposed to have been the purpose of her investigation.
Without a proper system in place for a thorough reformation of UNRWA there is no justification for it to continue its work, or for countries to continue funding them.
The head of UNWRA, Philippe Lazzarini, falsely told Australian ABC Radio, that the review had been called for to look into the “smear campaign” against UNRWA. This is untrue. The investigation was called to independently examine the overwhelming evidence against UNRWA, and not to summarily dismiss it as a “smears and allegations” campaign by independent NGOs such as UN Watch and the Center for Near East Policy that have dedicated themselves to research and present overwhelming documentation of UNRWA complicity with Hamas that enabled the terror organization to achieve the horrors of 7 October and beyond.
Each of Colonna’s selected NGOs have been exposed by UN Watch as being complicit in the UNRWA cover-up.
In 2022, the Chr. Michelsen Institute (CMI) of Norway, one of the three institutes in the Review Group, published a major report about UNRWA which completely dismissed allegations of UNRWA teachers promoting terrorism—documented both in UN Watch reports, and also in the Center for Near East Policy Research’s catalogue of documents and videos.
Ignoring the overwhelming evidence, the UN called the online screenshots of UNRWA teachers on social media calling to slaughter Jews—as “unfounded claims.”
As recently as 17 April 2024, CMI’s lead expert on UNRWA, Kjersti Berg, suddenly deleted her Twitter account after UN Watch exposed how her life’s work was devoted to denying UNRWA’s documented terror ties.
The bias of CMI is seen in the attitudes and public postings of its leading members.
The main researcher and lead author of the CMI’s 2022 report on UNRWA is Kjersti G. Berg. In 2023 Ms. Berg published a book “Palestina. Fakta på bakken,”in which she argues in favor of the Palestinian “right of return,” which effectively means the destruction of the State of Israel.
Prior to that in 2017, Berg hosted a lecture with Raja Shehadeh, founder of the group Al-Haq, which in 2021 was designated by Israel as a terrorist organization.
Her anti-Israel, pro-Palestinian terror, bias is well established.
The editor of this CMI blog, Antonio De Lauri, a research professor at CMI, on March 7, 2024, tweeted: “President Biden, why do you support genocide in Gaza?”
He has also endorsed similar claims by condemned antisemite Francesca Albanese.
The anti-Israel bias continued when CMI Research Director Torunn Wimpelmann, posted in support of South Africa’s legal action in the International Court of Justice accusing Israel of “genocide.”
CMI members who signed onto a declaration calling Israel “an apartheid state” and causing “injustice and violence” without anywhere accusing Hamas of anything similar or wrong, included, Antonio De Lauri, Heidi Mogstad, Anwesha Dutta, Emily Hume Lovise Aalen, Salla Turunen, Jessica Schultz, Astri Suhrke, Carmeliza Rosario, Iva Jelusic, Saul Mullard, Cathrine Talleraas, Liv Tønnessen, Mari Norbakk, Karine A. Jansen, Aslak Orre, Kari Telle and Elin Skaar.
CMI Board Member Catharina Bu in 2013 called on Norway’s government pension fund to divest from Israeli government bonds.
All this constitutes an overwhelming bias in CMI against Israel.
Hillel Neuer insists CMI lacks the impartiality necessary to objectively examine UNRWA support for and complicity with terrorism due to its decade’s old hatred of Israel.
Raoul Wallenberg was a young Swedish diplomat in Hungary during the Holocaust years who courageously saved the lives of an untold number of Jews from a dreadful death at the hands of the Nazis. He was arrested by the Soviets at the age of 32 and never seen again.
Israel’s Yad Vashem recognized Raoul Wallenberg as a Righteous Among the Nations. In 1987, Wallenberg was awarded a posthumous honorary Israeli citizenship.
Shockingly, the Raoul Wallenberg Institute (RWI), under the leadership of Executive Director, Peter Lundberg, has routinely targeted Israel, portraying the Jewish State as uniquely evil, persistently using the apartheid label.
In 2016, he accused Israel of “apartheid” and has routinely and disproportionately attacked Israel and anyone who protests the Hamas involvement of UNRWA.
In defending UNRWA, RWI Board Member, Anne Ramberg, accused Israel of committing “an ongoing genocide in Gaza” while liking several pro-UNRWA posts. Ramberg wrote that Israel’s treatment of Palestinians “equates to apartheid” and accused Israel of ethnic cleansing.
The RWI website features a lengthy interview with the infamous Richard Falk, even after he was condemned for antisemitism by the United Kingdom. Falk persistently, and wrongly, accused Israel of “apartheid” while championing Arab states attempting to eradicate the Jewish State.
Raoul Wallenberg must be turning in his unknown grave at the NGO that carries his name.
In the meantime, RWI is an apologist for UNRWA and Hamas.
The Danish Institute for Human Rights (DIHR), is also a member of the co-called “independent review board” that has consistently expressed anti-Israel views and has questionable ties to Palestinian groups.
The DIHR supported South Africa’s jaundiced case against Israel at the International Court of Justice, which accused Israel of committing genocide in Gaza.
No similar accusations have been brought or supported by DIHR accusing Hamas of committing a genocidal attack against Israelis or Jews on, before, or after 7 October.
Hence, their bias.
In 2021, DIHR’s Communications Director Jacob Sheikh posted on his X account that Israel has “illegally occupied” the Palestinians for 70 years, effectively delegitimizing Israel’s right to exist even in the pre-1967 borders.
DIHR works with the Palestinian Independent Commission for Human Rights (ICHR), which was founded by members of the US-designated terror group Popular Front for the Liberation of Palestine (PFLP). ICHR regularly shows support and hosts events with members of other terror groups like Hamas and the Palestinian Islamic Jihad.
Further evidence of their bias as this NGO supports UNWRA despite the overwhelming evidence of their collusion with Hamas against the Israel they collectively hate.
Yet we are expected to believe that this is an impartial, independent, investigation into the easily provable UNRWA-Hamas partnership.
NGOs such as UN Watch, Center for Near East Policy Research, and NGO Monitor, do not waste their time and money on smear campaigns. Instead, they dedicate themselves to research, catalogue, and report accurate, detailed, indisputable, facts.
The UN Watch reports, and those of the Center for Near East Policy Research, are 100% accurate showing unedited UNRWA Palestinian schoolbooks, videos from actual classes, and movies taken on UNRWA summer camps.
The UN could have picked from thousands of international figures to head their faux investigation.
They picked Colonna because France is a major donor to UNRWA. She retired in January. Under her leadership, France was a board member of UNRWA. France donated tens of millions of dollars to UNRWA. If it is found that UNRWA has been deeply complicit with terrorism, she and her government would share the major weight of responsibility to her French constituency and to the world for being leaders in the dangerous policy that led to 7 October.
Therefore, both she and France have a vested interest in protecting UNRWA.
When she retired on 6 January 2024, UNRWA praised her, and in reply she said, “UNRWA was never more needed than now.”
Not in its current form. The UNRWA collusion with Hamas going back decades in Gaza, and it remains unrepentant.
The Center for Near East Policy Research reported that on 8 June 2008 that Dr. Muhammad Al-Aklouk, chairman of UNRWA’s Arab Worker’s Union in Gaza, made it clear to John Ging, the director of UNRWA operations, that his union opposed the fact that the upper echelons of UNRWA were monitoring workers. According to Al-Aklouk, Ging decided to freeze measures which would be taken against workers.
Al-Aklouk also objected to Ging against the dismissal of education inspector Abd Al-Salam Al-Shqaqi, who failed to report UNRWA’s management on the involvement of one his teachers, Awad Alqiq, teacher and principal in UNRWA’s schools, who also served as the head of the Palestinian Islamic Jihad’s military manufacturing unit and was targeted by Israel in April 2008.
These incidents and decisions were the start of the rot in which the UN actively and deliberately swerved investigating widespread indoctrination and terror activism in UN facilities both in Gaza and in the territories under the PA.
All have been exposed and detailed by the Center for Near East Policy Research.
There is an urgent need for a truly independent and neutral body, if any such body exists, to conduct an actual and legitimate enquiry into the UN and UNRWA and expose the biggest international human rights crime of all times.

The problem as highlighted in the article is that no-one at the UN feels the need to even view the evidence. This is like the refusal to view the evidence of election cheating in the USA.
There are so many people in responsible positions who are ignoring their assigned tasks that it will be close to impossible to fix. Of course, we just need to follow the money to figure out what went wrong where.
A very well put together article. The given leads will be very illuminating when followed up.
