1. the US — MAJOR US base in Qatar.
2. Saudi-Oman-UAE-Bahrain-Kuwait: Economic union, GCC
3. Red China: GCC-CCP alliance (see below)
4. Israel: agreement currently forming
5. Turkey: base in Qatar; opposing UAE in Libya
