If the purpose of this is deflection and is designed to keep Iran’s leaders in bunkers and in hiding during the attack it’s pretty smart.
Before the Allies invaded Sicily and Normandy there was deflection everywhere to confuse the Wehrmacht, Abwehr and Luftwaffe.
