Fatah: PA Security Forces are leading terror against Israel

By Nan Jacques Zilberdik, PMW | Jun 28, 2023

  • 63-65% of the dead terrorist “Martyrs” are from Fatah, “most are [PA] Security Forces officers” – Director of Palestinian Center for Strategic Studies
  • Fatah: “More than 355 of our prisoners are from the Palestinian [PA] Security Forces – in other words, the PA’s soldiers”
  • Fatah repeats statistics about dead terrorist “Martyrs”: “Two thirds belong to the Fatah Movement and the PA”
  • Fatah is directing the terror: “The armed resistance in the West Bank, the Fatah Movement is the one that is leading it

Director of Palestinian Center for Strategic Studies Muhammad Al-Masri has publicized statistics showing that Fatah and the PA Security Forces are leading the recent terror wave against Israelis. He stated that “63-65%” of the “Martyrs” in “the daily confrontations” are from Abbas’ Fatah – meaning about two thirds of the dead terrorists in the West Bank are from Fatah. Al-Masri added that most of those 63-65% are officers in the PA Security Forces:

Director of Palestinian Center for Strategic Studies Muhammad Al-Masri: More than roughly 63-65% of the number of Martyrs in the West Bank, in the daily confrontations, are members of the Fatah Movement. And most of them are members of the [PA] Security Forces or their sons…The ones who are being pursued in the streets, arrested, and imprisoned are the Palestinian Security Forces officers. If we count the number of prisoners, we will find that Fatah is equal to all the factions, the independent and non-independent ones.”

The same statistics was broadcast by Fatah on its own TV channel:

Fatah-run Awdah TV host: “More than two thirds of the Martyrs in the West Bank over [the last] year and a half belong to the Fatah Movement and the PA… More than 355 of our Palestinian people’s prisoners inside the prisons are from the Palestinian [PA] Security Forces – in other words, the PA’s soldiers.”

Palestinian Media Watch has long ago exposed that PA Chairman Abbas himself sees terrorists as “soldiers” sent by the PA. PMW has also documented that the PA views all terrorists in prison as “someone who acts on our behalf and receives orders from us.”

Responding to Hamas official Saleh Al-Arouri, who implied that Fatah is not carrying out enough terror attacks, Fatah bragged that Fatah is “leading” the terror in the West Bank – “the armed resistance” in PA/Fatah terminology. Mentioning several terrorists by name, a host on Fatah’s TV station boasted that “dozens” of the dead terrorists belonged to Fatah and the PA Security Forces:

Fatah-run Awdah TV host: If we ask about the armed resistance in the West Bank, the Fatah Movement is the one that is leading it. The Fatah members have more than two thirds of the percentage of Martyrs, in the shadow of Hamas’ absence. Martyr Abdallah Abu Al-Tin, [Wadi’] Al-Houh, and [Ibrahim] Al-Nabulsi (i.e., all terrorists) are Fatah members. Martyrs Ziyad Al-Zar’ini, Daoud Zubeidi (i.e., terrorists)… and dozens of others are the Martyrs of Fatah and the Palestinian [PA] Security Forces… Last night our Security Forces and our victorious Al-Aqsa Martyrs’ Brigades (i.e., Fatah’s military wing), fought the occupation in Nablus… and where was Hamas?”

One dead terrorist “Martyr” and “senior officer in the Palestinian general intelligence forces” was among the terrorists attacking Israeli forces in Jenin last month, when the forces entered to arrest two wanted terrorists. Fatah praised and eulogized him with this poster:

The image shows terrorist Ashraf Ibrahim. On the right are two masked terrorists holding assault rifles and wearing yellow Fatah headbands. In the upper left is the logo of the Al-Aqsa Martyrs’ Brigades. Under it is the logo of the PA intelligence forces.

Posted text: “Martyr Ashraf Al-Sheikh Ibrahim (i.e., terrorist, shot at Israeli soldiers) is an officer with the rank of colonel in the [PA] intelligence forces. He was shot by the occupation and ascended [to Heaven] during an armed confrontation while he set out against the invasion of Jenin.”

On the same day, Fatah posted a photo of a dead man, apparently terrorist Ibrahim. The body is covered by a piece of fabric with the symbol of the PA military intelligence forces on it, including the text “The Palestinian Authority – General Intelligence.” A folded military uniform and an M-16 assault rifle are on top of the body, apparently belonging to Ibrahim:

Abbas’ Fatah Movement is in a continuous battle with the Hamas terror organization over who’s most involved in terror against Israel. Palestinian Media Watch has previously exposed statements by Fatah officials bragging that Fatah “has led 1,500” terror attacks while Hamas has led none, and that members of the PA Security Forces are “cops by day” and terrorists “by night,” playing a double role.

The following is more information on the terrorists and others mentioned above:

Muhammad Al-Masri is also a former head of PA intelligence in the Gaza Strip and former deputy head of PA general intelligence.
Ashraf Muhammad Amin Ibrahim – 38-year-old Palestinian terrorist, PA military intelligence officer, and member of the Al-Aqsa Martyrs’ Brigades (Fatah’s military wing) who shot at Israeli soldiers while they were arresting two wanted terrorists in Jenin on May 29, 2023. The soldiers returned fire in self-defense, killing Ibrahim.

Dr. Abdallah Al-Ahmed Abu Al-Tin and Matin Dabaya – Palestinian terrorists and Fatah members who were killed during a gun battle with Israeli forces in Jenin on Oct. 14, 2022. Dabaya shot at the Israeli soldiers who shot and killed him in self-defense. Despite PA claims that he was shot while treating the wounded, Al-Tin also apparently shot at the soldiers before being killed in self-defense, given that he was found masked and holding a weapon. Al-Tin also had a documented past of involvement in terror, and Fatah Jenin Secretary Ata Abu Rmeileh stated that he died while “fighting shoulder to shoulder with the resistance members.” The Israeli soldiers were in Jenin to arrest 24-year-old Hamas terrorist Diya Salameh, who was involved in recent shooting attacks.

Wadi’ Al-Houh, Ali Antar, Hamdi Qayyim, Mash’al Baghdadi, Hamdi Sharaf – The “confrontation” refers to Palestinian terrorists and members of the independent terror cell “the Lion’s Den” who shot at Israeli soldiers when they raided and destroyed a headquarters and weapons and explosives laboratory of the cell in Nablus on Oct. 25, 2022. During the raid, PA Security Forces shot at the Israeli soldiers, who returned fire in self-defense wounding several members of the PA Security Forces. The soldiers also came under fire from members of the terror cell and returned fire, killing 5 terrorists: Wadi’ Al-Houh, Ali Antar, Hamdi Qayyim, Mash’al Baghdadi, Hamdi Sharaf. Al-Houh was a senior member of “the Lion’s Den.”

Ibrahim Al-Nabulsi – Palestinian terrorist and member of the Al-Aqsa Martyrs’ Brigades (Fatah’s military wing) who was responsible for a series of shooting attacks targeting Israeli soldiers. Al-Nabulsi resisted arrest and shot at Israeli soldiers who returned fire and killed him in Nablus on Aug. 9, 2022. Al-Nabulsi was a member of a Fatah terror cell that was attacked while planning an imminent attack on Feb. 8, 2022; while Al-Nabulsi escaped, three other members of the cell were shot and killed: Adham Mabrouka Al-Shishani, Muhammad Al-Dakhil, and Ashraf Mubaslat.

Abd Al-Fattah Kharousha – Palestinian terrorist and Hamas member who shot and murdered Israeli brothers Yagel and Hallel Yaniv, aged 19 and 21 respectively, while they were driving on a main road through Hawara, near Nablus in the West Bank, on Feb. 26, 2023. The terrorist fled the scene, and when Israeli forces located him in Jenin on March 7, 2023, he resisted arrest, initiating an exchange of fire in which he was shot and killed. In the exchange of fire, which included terrorists shooting from within an ambulance, 3 Israeli soldiers were wounded, while an additional 6 terrorists were killed.

Daoud Zubeidi – Palestinian terrorist and member of the PA Security Forces who shot at Israeli soldiers in Jenin on May 13, 2022. Israeli Police officer Noam Raz was murdered in the attack. Zubeidi was wounded in the exchange of fire and died of his wounds two days later.

  1. The Palestinian Authority is no longer viable
The PA’s failure to control its territory has forced Israel to make increasingly frequent raids on PA territory in order to try and root out the terrorists taking refuge there. The current security situation is untenable, which is one of the reasons the PA has to go.

  3. “Palestinian Authority Threatening Bankruptcy But Won’t Stop Payments to Terrorists in Israeli Prisons
    By David Israel – 9 Tammuz 5783 – June 28, 2023

The Palestinian Authority is debating the possibility of declaring bankruptcy because of the difficult financial situation it has found itself in, Reshet Bet Radio reported Wednesday morning. The meaning of such a decision could be the complete closure of government in Ramallah, resulting in the loss of stability in Judea and Samaria, or as the report put it, chaos.

The idea behind the establishment of the Palestinian Authority with the Oslo agreements was that it would undertake the fight against terrorism instead of the IDF, absolving the Rabin government of having to deal with B’Tselem and the High Court of Justice. In reality, the results have been uneven, to put it kindly. There were times when the PA security service was a great asset in helping the IDF locate and arrest terrorists, but the PA was also responsible for starting the second intifada in 2000 and supporting, even initiating waves of terror.

Part of the reason for the PA’s financial difficulties, in addition to its rampant corruption and the drop in support from the West and rich Arab countries, is Ramallah’s policy of transferring monthly payments to security prisoners behind bars in Israel and to their families and the families of deceased terrorists.

Those payments are anchored in the PA’s constitution. A PA Arab who was arrested or injured as a result of terrorist activity is entitled to a salary payment and an allowance to his family. Likewise, a family whose son was killed as a result of his terrorist activity is entitled to monthly support. The guiding rule in salary payments is that the more severe the punishment, the higher the salary. In other words, the more heinous the crime, the higher the pay. The terrorists behind bars receive a much higher salary than the average wage for a working man in the Palestinian Authority.

Prime Minister Benjamin Netanyahu on Monday told the Knesset foreign affairs and security committee: “We need the Palestinian Authority. We can’t let ?? collapse. We don’t want it to collapse either. We are ready to help ?? financially. We have an interest in the authority continuing to work. Wherever it manages to operate, it does the job for us. And we have no interest in its falling.”

Oren Solomon noted this week in Makor Rishon that the PA is engaged in a six-pronged war against Israel, questioning Netanyahu’s desire to see it survive bankruptcy. On the security level, the PA permits the current wave of terror in Judea and Samaria and even operates against Israel through proxies, while flooding the PA media with despicable and antisemitic propaganda; on the political level, the PA is advocating against Israel at the UN and a plethora of international organizations; on the judicial level, the PA is engaged in lawsuits against Israel at the International Criminal Court at the Hague, in violation of the Oslo accords; on the infrastructure level, the PA is creating facts on the ground by establishing villages and even cities in Area C which is under Israeli jurisdiction according to Oslo; on the awareness level, the PA is collaborating with the BDS organizations to undermine Israel’s economy; and on the internal level, the PA has been investing in turning Israeli Arabs into collaborators with the enemies of their country through numerous publications, events, rallies, and even violent incidents pitting Israeli citizens against their government.

With all this in mind, is Netanyahu going to order his finance minister, Bezalel Smotrich, whose entire agenda stands on eliminating the PA, to write support checks for Mahmoud Abbas et al?

The fact is Israel deducts a monthly average of NIS 40 million ($11 million) from the taxes and customs it collects on behalf of the PA to discount the payment of salaries to the terrorists and their families. All Minister Smotrich has to do to make things much better in Ramallah is to stop applying the official Israeli government policy.

Incidentally, one of the reasons cited for the PA’s failure to provide the same security cooperation with Israel as before is the mass resignations of its security personnel, who have been paid only 80% if not less of their salaries and are seeking employment in the private sector.

One of the biggest employers there is, naturally, Iran – through Hamas and other proxies.

  4. @Edgar On the other hand, Israel managed to perform those tasks before 1988 and more Jews were murdered in one month of Biden than in a year of Trump because Trump cut off funding to the Pals. Biden has resumed it and Netanyahu said he would pay to keep the PA afloat. Moreover, there are many areas where the PA is not in charge and off duty Fatah police are committing many of the terror attacks.

  5. Netnyahu’s comment is plain to understand, and ” speaking in volumes”.

He made it even plainer in another part of his speech. As for discouraging the Arabs from any chance of a state, I posted that a few days ago already.

As for the need to keep the P.A. afloat, it’s obviously not from love of the Arabs, but…-and this has been mentioned many times over the years-, the P A performs certain administrative functions for the YESHA Arabs that save Israel having to detach scarce resources (IDF, police, etc) from having to do it.

And in the present circumstances with the lefties tried to force a ivil war of some sort, together with all the outside pressures, this is the very last thing that Israel needs.

Why this has been brought up again I do not know.

  6. “Israeli Prime Minister Benjamin Netanyahu told a Knesset panel recently that the Palestinian Authority “could not be allowed” to collapse, but that Palestinians’ desire for an independent state “must be cut off.”
