Don’t count on all those new units in Jerusalem and E1

Following the decision of the UN to make a cynical terrorist enclave in Judea and Samaria, the status of the state, the government issued a statement encouraging the start of construction of thousands of housing units in Jewish settlements in the area. In particular, it was announced, and the construction of a strategic area between the capital and its largest suburb – Ma’ale Adumim, known by its technical name of E1.

However, according to the deputy of the city council of Jerusalem Aryeh King, the real situation in the E1 region and in other parts of the city is very different from what it might seem from the reports in the media.

E1 does not exist on any of the approved project. It is not clear what will take place when all else the meeting at which such decisions are taken. No approvals and other eastern neighborhoods of Jerusalem – Ramat Shlomo and Gilo.

Over the years, the mayor promoted the construction of a new quarter Sha’ar Mizrah adjacent to the E1 from the capital district Gibe Atsarfatit. However, in 2009 the capital’s mayor, Nir Barkat, not only canceled the project, and replaced it with a – instead of a new residential area appeared … city ??dump.

In the quarter Givat Amatos was rejected the construction of 570 housing units in the Jewish quarter. For further discussion were missed two projects for 620 housing units for Jewish residents and 770 for the Arab. But they were not approved.

    The Legal Forum Acts to Preserve Building Continuity in Jerusalem

    This week, The Legal Forum, together with several other Zionist organizations, acted to protect the building of continuity between Jerusalem and E1 on the east side, the area that connects Maale Adumim with Jerusalem.

    Several months ago, the Jerusalem municipality published a program to build a landfill for surplus construction waste along the Og River, northwest of Jerusalem (“Plan 13900”). According to this plan, after 20 years of use as a landfill, the area will become a park for local residents. As presented today, this plan raises several ecological and political problems, and violates property rights.

    The Legal Forum responded to a call by the Israel Land Fund (ILF), headed by Aryeh King, and filed objections to the plan. The ILF has been handling this matter since 2006, and “Green Now”, a sub-organization of The Legal Forum, joined the move as well, creating a fruitful cooperation between the three Zionist organizations.

    In order to address some of the problems created by the plan, The Legal Forum filed two objections, each focused on a different aspect of the plan:
    1. Environmental objection: Green Now, The Legal Forum and the ILF worked together to prepare a professional opinion by environmental specialists and architects (called the 5800 team) detailing the severe environmental consequences of this plan. Firstly, the noise of the tools, the landfill dirt, dust and soot will severely affect residents of the area (Issawiya, neighborhoods of French Hill and Shuafat). Secondly, the Aug River starts flowing at this point and if the landfill is built here, it will change the route of the river completely, as well as the landscape, life and vegetation in the wadi. These objections were presented by 50 residents of the French Hill neighborhood through Green Now.

    2. Objection to the violation of property rights: Part of the area designated by this plan is private land. The owners of the land were not made aware of the plan, were not invited to a hearing to voice their objections, and are not being offered any compensation under the plan for expropriation of their land. This land is intended for building and has great potential for financial gain for the landowners. This objection was filed by The Legal Forum on behalf of two landowners. Another objection was filed by “Shikun Upituach”, a construction company that owns part of the land in this area. Their objection was filed with the assistance of The Legal Forum.

    After the UN Declaration on the Palestinian Authority as a state observer, Prime Minister Benjamin Netanyahu declared his plan to build in E1. The world voiced its objections to the plan since the intention is to create a continuum between the territories of Judea, Samaria and Jerusalem. When the 13900 plan was filed, it became clear that the Prime Minister’s vision would not be implemented in reality, as the purpose of this program is to prevent such a continuum.

    The Legal Forum, in cooperation with other organizations, is once again handling a significant strategic matter which affects the rights of residents and their property, and protects the interests of Israel and the Jewish people. This matter will continue to be followed very closely and The Forum will do everything in its power to ensure that citizens’ rights are protected and that the national interests of the State of Israel are preserved.

  3. E-1 is only being planned and the announcement was an election stunt. Actual construction will never happen.

    And it will be years before the approved neighborhoods are actually built.

    Netanyahu did not actually change the de facto freeze on Jewish construction in Jerusalem over the “Green Line.” And nothing will change in that respect in the foreseeable future.
