Turley is saying, in summation, that Putin has been PREPARING for the current situation for years, while Bumbling Biden et al have been completely UNPREPARED.
He seems to be correct. On the military front, Putin’s ultimate line of defense is nuclear weapons. He has the world’s largest arsenal (of MODERN missiles, in contrast to our 30+ – year-old fleet) and a well-developed ABM system:

The Russians also have an extensive civil defense program, which NATO lacks (Russia has built entire cities underground vs. the US mountain redoubt that can hold only a few hundred elite); and most importantly, Putin has put his forces on HIGH ALERT, whereas Biden’s military is still at DEFCON-5, the lowest possible state of preparedness.
