For the first time PM says peace deal must take into account Israel’s ‘settlement interests’

State Department deputy spokeswoman Marie Harf referring during a press conference on Monday to reports that Kerry would push forward a “framework agreement,” said the US was working on a “framework for negotiations” that “would serve as guidelines for the permanent- status negotiation and would address all the core issues.”
“I don’t know if I would use the word agreement,” she said. “I would use the term ‘proposed framework’ because it’s only a proposed framework at this point [and] would serve as guidelines for the permanent-status negotiations. This framework would address all the core issues.”
The guidelines are widely expected to call for the establishment of a Palestinian state based on the pre-1967 lines, with mutually agreed land swaps, and for Palestinian recognition of Israel as the national home of the Jewish people.
Agreeing to a “proposed framework” would lock Israel into ’67 lines with swaps. Bibi should avoid this like the plague because by agreeing to it you automatically concede the balance of your territorial claim.
Secondly there is absolutely no justification to swap any land that we keep. Swaps imply that we must pay for what we keep. Not so. So swaps should be rejected out of hand.
As for recognition, I would recommend not giving up any land to get it. Its not worth it. I’d rather have land than recognition.

The framework document is aimed at achieving enough of a convergence on core issues that the two sides can make headway toward a formal peace agreement leading to an independentPalestinian state. It is expected to be short, perhaps fewer than a dozen pages and without detailed annexes. It would not be signed by Israeli and Palestinian leaders and would most likely take note of reservations the two sides have about some elements, American officials said.
Tzipi Livni in Annapolis negotiations and now stated/states that “nothing is agreed until everything is agreed”. That’s what it should be though anytime we make an offer, the west do there damnest to prevent us from retracting it.
If we agree to a framework with or without signing we would be agreeing to something that we couldn’t pull back from.

There is a report in Maariv, that Israel’s offer of land swaps would transfer Israel’s heavily Arab-populated areas to the PA in exchange for Israel being allowed to keep the Jewish settlement blocs. The crucial difference is in that the Israeli proposal the Arabs would not receive equivalent Jewish land apart from what would be transferred to them.
I don’t see it going anywhere. The Arabs have no interest in a final settlement of the conflict and they’re not prepared to accept any arrangement that strengthens Israel’s Jewish demographic majority. It would make a significant difference if Israel had a 12% Arab minority as opposed to the 20% it has today. With more optimal swaps, that number could be reduced much further.
Of course this is exactly what the Arabs don’t want. But it does help to expose the lie their objective is about securing Arab self-determination.
