The Gaza and PA will be the more flexible if all aid including: food, fuel water and power are put on hold till they cough the hostages. That was the case in the first fortnight of Oct ’23 and this Gaza war would have suffocated a year ago had the siege been upheld instead of pussyfootingly letting in aid to enable Hamas to continue fighting.
Second once the hostages are returned, the PA and Gaza will be more flexible if all money aid is put in escrot till a peace is signed that peace includes NO incitement (list of no-noes in appendix) and immediate payment to Israel from the escrot funds of all water and power bills outstanding.
