  1. Much of this analysis is valid. But the Iraqi civil war definitely didn’t end in 2008. It is still going on, with IS reporting its terrorist activities almost daily. IS’s control over Iraqi territory and towns did not end completely until 2019. Most of IS territory was reclaimed by the Iraqi Army, assisted by both the Iranian-led militias and U.S. forces, in 2018. But only at the cost of truly massive destruction and heavy civilian and military casualties. IS remains active as a guerilla terrorist force, and continues to boomb Shi’ites. I don’t know how Professor Bengio could have got that wrong.

    It is true that the U.S. invasion of 2003 made htings worse, not better, for the Iraqi peoples (plural) . Casualties, heavy during Hussein’s Iran war and his Anfal campaign against the Kurds, became even more numerous as a result of the U.S. invasion and the civil wars that followed the U.S. partial withdrawal. And the Iraqi chaos spilled over into Syria, causing even more loss of life.

    But history is like a serious chess match. The players cannot take back their bad moves and replay the game better. You have to play the board as it lies.
