This question is discussed in this article:
“Conclusion, according to Lerner: “By weakening UNWRA and, consequentially, the Palestinian population even further, without a real administrative alternative, I believe that Palestinians will be even more susceptible more extremism and violence. This will not contribute to security or stability in the region.”
Ali Abunimah, writing for the anti-Israel website The Electronic Intifada, offers a different warnings, in case of a defunded Palestinian Authority: “If the PA goes, the so-called international community will no longer be able to pretend that there is a Palestinian state-in-waiting, and will have to deal with the reality that Israel directly rules over millions of Palestinians who have no rights whatsoever solely because they are not Jewish.”
“From the Palestinian perspective, the only viable path following a collapse of the PA would be to campaign for full Palestinian rights in every part of historic Palestine: a democratic, nonsectarian one-state solution to counter the apartheid version Israel is imposing,” Abunimah concludes.”
Abunimah is wrong. There is an alternative. Vic Rosenthal discusses the alternative in Trump can end the Palestinian refugee problem in which he says that Trump should get host countries to absorb the refugees by normalizing them.
Similarly I suggested in the Jordan Option that Arabs/refugees in Israel including Gaza and J&S, be incentivized to immigrate to Jordan where they would be admitted as full citizens and given full rights.
So there is no downside to cutting off funding.
No longer a matter of should. Trump froze $125 million grant to UNRWA that was supposed to have been delivered on Jan. 1 and which amounts to 1/3 of the total annual amount. Trump may raise it to half: $180 million and is considering cutting all of it.

He has also frozen most aid to Pakistan.

Trump is a man of his word. Why do they not believe him?
Cutting off the funding is directly attacking the continuation of antisemitic, anti-Israeli education which breeds terrorism in the UNRWA schools. In Gaza Hamas runs these schools in partnership with UNRWA and they are involved in terrorism. Many of the UNRWA employees are Hamas members.
UNRWA is a scam the numbers of refugees are greatly exaggerated and the definition of what is a refugee is actually a farce. Real currently alive Arab (Pal) refugees from the 1948 conflict from Israel number maybe 30 -40,000. UNRWA has set up a perpetual welfare system where anyone claiming to be a descendant from the original descendants (now numbering millions) of the war would be taken care of financially forever. This has allowed the conflict to fester and not be solved.
