WASHINGTON — The secret U.S. report blames U.S. agencies for failing to improve Palestinian Authority security forces.
Officials said the State Department has received a report by U.S. security coordinator Gen. James Jones that determined the PA remained incapable of enforcing order in the West Bank despite the training of more than 1,000 Palestinian officers.
“It’s a tough report, and much of it could remain classified,” an official said.
Jones was said to have blasted Israel’s role in the U.S. effort to improve PA security forces. Officials said the report asserted that Israel was hampering the movement of PA forces, blocking plans for weapons shipments and technology to the Palestinians and resisting coordination.
The Jones report, meant to review security requirements for a Palestinian state, was relayed to the Bush administration after nearly a year of intensive U.S. efforts to improve PA security forces in the West Bank.
Officials said the report warned that inadequate PA security would hamper U.S. plans to establish a Palestinian state by 2009. They said the report outlined what Israel and the PA must do to meet the U.S. timetable.
Officials said Jones’ main task has been to reach an Israeli-PA security agreement that would enable the establishment of a Palestinian state in the West Bank by January 2009. They said Jones has sought to mediate PA demands for a conventional military against Israel’s position that the Palestinians must be equipped with no more than a strong police force.
The United States has urged Israel and the PA to enhance security coordination. On Aug. 4, PA and Israeli commanders discussed PA security deployment in the northern West Bank, particularly Jenin.
The U.S. general, appointed security coordinator in November 2007, was said to have urged President George Bush to publish the entire report. The report was said to have been critical of the lack of coordination between Jones and Lt. Gen. Keith Dayton, responsible for development of PA security forces.
The Bush administration has also appointed Lt. Gen. William Frazier to facilitate security requirements for a Palestinian state. Officials said Frazier has been monitoring Israeli and PA compliance with the so-called Roadmap, which outlined steps required for the establishment of a Palestinian state in the West Bank and Gaza Strip.
“The Palestinians expressed satisfaction in light of the steps taken, and requested to continue to strengthen the Palestinian security forces and realm of authority,” an Israeli military statement said on Aug. 5. “During the meeting which was conducted in a positive atmosphere, both sides agreed to hold additional such meetings in the future.”

Then Bill Narvey “presumes” the US arms the PA for it to be able to defend itself from Hamas! It seems like Narvey wants you to believe that Hamas is not part of the PA, or that Hamas is a real threat to Fatah. All of this is pure diversion. Three years after the Disengagement program that ended the Jewish presence in Gaza, Hamas has amassed an arsenal of guided missiles and 10 million bullets.
Hamas has equipped its new army with a massive amount of weapons since the government carried out its Disengagement program, forcing Jews out of the Gaza region and withdrawing all Israeli soldiers from the area. In the past year alone, 175 tons of explosives, precision guided missiles and, thousands of machine guns and 10 million rounds of ammunition have reached Hamas, according to intelligence estimates reported by Der Spiegel.
Israel insisted that the halt in weapons smuggling is part of the current temporary ceasefire, but smuggling continues, the German publication said.
Earlier this week, intelligence officials said that four tons of explosives recently were smuggled into the hands of the rapidly growing Hamas army, which is estimated to include more than 10,000 terrorists. However, the amount is a tiny fraction in the arsenal of Hamas, which has been intensifying training sessions and organizing its army on the Hizbullah model in anticipation of a confrontation with the Israeli Defense Forces.
Smuggling through tunnels has become a way of life for Gaza residents, and halting the smuggling would further devastate the economy. Five thousand Arabs work in the tunnels, Der Spiegel estimated.
Carrying out the ceasefire condition to halt smuggling would hurt the smugglers’ empire. Several dealers in contraband were behind the rocket firing on Israel two weeks ago because they wanted the government to continue to close off the Gaza crossings. “The ceasefire may be good for the people of Gaza, but not for us,” says Abu Yakub, assistant to millionaire Abu Ibrahim, described as “king of the tunnels.”

I understood your comments in exactly that way. In the case of America supplying and training the Palestinians there appears to be no excuse, not even oil could account for this stupidity given that America does not seek oil revenue from Iraqi windfalls.
If your argument is that oil matters, then they would take it to pay for reconstruction. If pacifying the Arabs matters more, then they are not interested in oil as much as winning hearts and minds. So expalin.
I agree Shy Guy that there is no difference among the different brands of terrorist groups – they are all connected and they all have the same goals and access to the same supports. My sentence should have been clearer: “American weapons will not only stay in PA hands to kill Israelis, they will be shared with Hamas and Hezbollah too.”
When I say “it’s all about oil”.. the “it” is the long-term State Dept notion that we somehow have to find a way to pacify the Muslims/Arabs and co-exist with them.
I wish the “it” was a doctrine that stated our energy supply is of utmost importance and if anyone stands in our way or threatens it. or uses it as blackmail for their evil intentions.. that we will destroy such opposition.

This report on the report of U.S. security coordinator Gen. James Jones raises many questions.
1. Against what threat does Gen. Jones contend the PA needs a larger, better trained and more and better munitions supplied security force?
Presumably the immediate threat to the PA’s authority is from Hamas. Hamas however has already worked its way into the West Bank.
Assuming Hamas were to ultimately take control of the West Bank, they would take control of the PA security forces, all their money and military capital.
2. Assuming Jones means to prepare the PA to engage Hamas militarily, is he not thus promoting civil war, hoping that the PA will prevail over Hamas?
3. Is it not myopic of Gen. James Jones to address the PA’s need or a much improved security force as being a necessary condition for Palestinian statehood, when there are other more immediate and important factors weighing against a Palestinian state coming into existence?
These factors include the impoverishing shambles of the Palestinian economy, the lack of leadership dedicated to achieving peace with Israel by peaceful means, the lack of a stable political infrastructure, the efforts of the PA and not just Hamas to breed Jew hatred in their people from cradle to grave and not just the failure of the PA to delete from their founding charter, the call for Israel’s destruction, but the PA’s and Hamas’s active promotion amongst their people of that founding charter dream.
There are of course other questions and factors that one can point to that mitigates against the realistic possibility of Palestinians any time soon overcoming the numerous obstacles that Palestinians themselves have created, to their achieving their own state.
I really do not get how members of the American brain trust can be so myopic or plainly brainless when it comes to addressing these very critical issues.
American generals working with the PA:
How does an American general get to be picked to wotk with the PA? Do you think that he’ll be picked if he is strongly pro-Israel and pro-Jews? (And I doubt there are too many of these). The PA would screan bloody murder.
So the only general picked will be one who is sympathetic to the Arab savages, and antagonistic to the one small Jewish State struggling to maintain its existence. The Israeli generals know this, and they won’t bend over backwards to help the guy.
And if the general then wants to release a report horribly blaming Israel for not helping him destroy Israel, will Bush, Rice, and McCain publish it this close to the election?
And the Palestinians? They’re laughing all the way to the (west) bank. By remaining “the eternal refugees” and “the eternal thorn in Israel’s side”, the Jew-haters in the world continue to pay them to breed without having to work, and give them weapons to use against Jews in the name of “establishing order in Palestine”.
Even if they did, there’s no difference between them except in our lyin’ eyes.
The US Training and supplying of the PA to attack Israelis is equivalent to Israel training and supplying Al Qaeda for attacks on American soil.
American weapons will not only stay in PA hands, they will be shared with Hamas and Hezbollah too.
If this were for oil at least Americans would have an evil reason for doing it – but the Americans are not even interested in oil; a fact made evident with the report of 80 billion dollars in Iraqi oil profits ignored while America dumps money by the billions into Iraqi reconstruction and into the Iraqi economy of graft, corruption and bribery.
The Americans should be helping to resettle Palestinians into Iraq and other places (Saudi, the UAE, Qatar, Kuwait, etc.), where they will have jobs and a better life away from the influences of their terrorist leaders and away from the UN and other agencies who have a vested interest in maintaining the appearance of suffering and victimization and keeping the people from pursuing better lives).

It has been clear for some time that the Palestinian Authority faced a serious and imminent budget crisis.
